It says this product is 95% oxygen, however ingredients list doesn’t list any oxygen.

The 95% refers to the oxygen gas used as the propellant/filler inside the can, not to an oxygen ingredient dissolved in the liquid formula itself. The ingredients list only shows the topical Vitamin C brightening toner that is sprayed onto the skin, while the oxygen gas that pressurizes and delivers it is not listed as part of that cosmetic ingredient deck.
